Manuel Costescu was recently appointed as a Secretary of State in the Romanian Government, where he is the head of the Department for Foreign Investments and Public-private partnerships.
Prior to this, Manuel was an Executive Director with J.P. Morgan’s Corporate & Investment Bank and covered European public sector institutions. Prior to joining J.P. Morgan, he acted as a consultant, most recently for his own London-based company, focusing on leadership consulting, team alignment, and facilitation.
Before that, he was an engagement manager at McKinsey and Company, where he was based in New York and advised clients across various industries including: banking, asset management, media, and logistics in the United States, Canada, and Germany. Beyond client engagements, Manuel played a leadership role in McKinsey’s proprietary training program for business analysts.

Before joining McKinsey, Manuel worked for The Brattle Group, an energy consulting firm in Cambridge, Massachusetts, where he specialized in risk management and hedging strategies in the energy sector. In addition, he worked as an independent consultant on business and development projects in Australia, South Africa, Tanzania, and Peru.
Manuel holds a Masters in Business Administration from the Sloan School of Management at the Massachusetts Institute of Technology, a Masters in International Development from the Kennedy School of Government at Harvard University, and a Bachelors of Arts in Economics from Brandeis University.
